The A9 Dualling project between Tomatin and Moy in Scotland is integrating an innovative Peat Management Plan to mitigate the environmental impacts of road construction across deep peatland areas. Peat, a carbon-rich soil, has traditionally been removed and disposed of during major works, a process that contributes significantly to carbon emissions. Recognizing the importance of preserving this natural carbon sink, Transport Scotland has adopted a method that allows excavated peat to be reused and restored on-site.
At Allt na Slanaich, specially selected for its ground conditions, engineers are constructing a series of containment “cells.” Each cell is designed to receive excavated peat, keeping it in the wet conditions necessary to preserve its carbon storage function. Approximately 1,000 m³ of peat is being transferred daily, with a total of 100,000 m³ expected by the end of the project. The handling process requires careful planning, as peat is highly sensitive to drying and disturbance.

The approach is designed not only to reduce immediate carbon loss but also to create lasting ecological benefits. Over time, the restored areas are expected to support natural peatland vegetation, improve soil moisture retention, and enhance biodiversity. The site will be monitored for at least five years following construction to assess outcomes related to carbon storage and habitat regeneration. This initiative highlights how geotechnical engineering solutions can integrate environmental stewardship into infrastructure delivery.
