After seven years of work, construction crews have finished building a 220-foot tall dam at Calaveras Reservoir, part of an $823 million project to bring the 1920s-era reservoir up to modern earthquake codes. The project, beset by delays and cost overruns, due to the discovery of ancient landslides and other difficulties, is a key part of the Hetch Hetchy water system, which provides water to 2.7 million people in Alameda, Santa Clara, San Mateo and San Francisco counties.
